Storm Shutdown Procedure

What to include in a weather emergency and storm shutdown protocol

Unplanned storm shutdowns are one of the biggest sources of property damage and customer complaints in roofing. A clear, written procedure protects the property and demonstrates professionalism. Here's what to include.

1Trigger Conditions

  • Wind speed threshold for stopping work (recommend: sustained 20 mph)
  • Lightning: work stops when lightning is within 10 miles
  • Rain: work stops when rain begins
  • Heat index threshold for mandatory rest periods
  • Who makes the shutdown call (lead, foreman, or supervisor)

2Before Storm Arrives (Preparation Steps)

  • Secure all open deck areas with tarps
  • Tarp edges secured with weighted sandbags or fasteners
  • All tools and materials secured or removed from roof
  • Debris bins covered or moved under cover
  • Ladders lowered and secured or removed from site
  • Customer notified of shutdown

3During Storm

  • All workers off roof and in safe shelter
  • No re-access until all-clear is given
  • Monitor tarp security during event if safely possible
  • Document storm start and end time

4Post-Storm Re-Inspection

  • Inspect all tarp coverage before re-access
  • Inspect anchors and fall protection before restarting work
  • Check for pooled water on tarps (remove before walking)
  • Document any new damage that occurred during shutdown
  • Notify customer of status before resuming work

5Customer Communication

  • Pre-job: explain shutdown procedure and tarp policy
  • At shutdown: call or text customer to notify
  • During: update if shutdown will extend overnight
  • After: photo documentation of tarp condition
  • Post-storm: confirm resume date and time

6Documentation

  • Log date and time of shutdown
  • Reason for shutdown
  • Actions taken (tarp, secure, notify)
  • Re-inspection result
  • Customer notification timestamp

💡 Pro Tip

Document every storm shutdown with photos and a customer notification timestamp. In the event of a dispute over water damage, this documentation is critical.
